How to save your money and time: important advice for car owners-discounters.

I want to share important information on the topic of car owners who belong to drivers of preferential categories.
According to the provisions of the law "On OSAGO", these categories of citizens are exempted from the need to insure their liability as the owner of their vehicles. The wording "vehicle belonging to the beneficiary" means both an owned car and one that managed by such a person on legal grounds.
It is also necessary to understand that the benefit applies precisely to the person, and not to the car. If, for example, his wife is driving a car belonging to the beneficiary, then the benefit does not apply to her, and she must have an OSAGO policy. The benefit does not apply even if the person entitled to it works, for example, as a driver of a car belonging to a legal entity.
Payments for drivers belonging to preferential categories, if they became the culprits of traffic accidents, are carried out by the MTSU. In 2017, the Bureau paid according to this category 15 million hryvnias for car owners. (11% of the total amount of payments).
If a benefit driver becomes the culprit of an accident, then in order for the Bureau not to issue recourse claims against him, the Bureau employees must obtain documentary confirmation of this fact. Our employees do everything possible to promptly prevent possible misunderstandings. When receiving documents on a road accident in which the culprit did not have an OSAGO policy, the Bureau employees contact the culprit to clarify whether he is a beneficiary.
If the Bureau has not received a properly executed copy of the certificate confirming the preferential status, we are unable to confirm the fact that the person responsible for the accident has a benefit. As a consequence – filing a recourse claim against such a car owner. A copy of the document is properly executed if it is certified by a notary, or by the institution that issued the document, or a copy is certified by an employee of the Bureau when the original document is presented to him.
Therefore, I strongly urge drivers who receive benefits to take note of this information, take care of their own peace of mind in financial affairs, not to regard the requests of Bureau employees as "unnecessary formalities", and to provide documents confirming their preferential status in a timely manner.
After the court's decision to collect funds from the person responsible for the accident (including the beneficiary who did not provide documents on time) came into force, the MTSU will no longer be able to help you avoid financial losses. Unfortunately, there are more and more situations when the person responsible for the accident, the beneficiary, has received a court decision, finally comes to the Bureau and asks to "pay everything back", but this turns out to be impossible.
Be responsible, properly use the benefits provided by the state, and do not forget to comply with the necessary norms and documentary formalities.
