Martial law and insurance: what protection measures are available during the conflict

The war in Ukraine has been going on for over a year and a half. All this time, Ukrainians have been learning to live in conditions of increased risks to life, health, and property (movable and immovable), as shelling from Russia continues unabated. Our citizens are also traveling abroad, in particular in their own cars, since Ukrainians still have the opportunity to obtain temporary protection in the European Union, Great Britain, Canada, the USA, and other countries. How does all this relate to insurance and how does martial law change it?

Online policy: fast, convenient, safe

When it comes to insurance during martial law, insurance companies and their clients face additional difficulties when applying for insurance. For example, not all physical offices are open (as they were before the full-scale invasion) or not all policyholders are able to get to the right point to apply for a paper policy. Digitalization came to our rescue here: over the past year, according to the observations of the insurance service Parasol.ua, Ukrainians have increasingly begun to prefer online insurance.

For example, according to the MTIBU, in January-June 2023, over 2.3 million cars were purchased electronically, which is 29% more than last year.

The advantages of e-insurance are obvious:

  • this process is not affected by air traffic control (the office does not close);
  • it is possible to purchase policies from any corner of the world (with Internet access) in literally 5-10 minutes;
  • the insurance contract comes to your e-mail;
  • an electronic policy has the same legal force as a paper;
  • online insurance often provides discounts and bonuses.

The main question is what can be insured against when martial law is in effect, and is it advisable to do so?

Car: in Ukraine and abroad

First of all, let us emphasize that martial law does not suspend the law on civil motor insurance, which means that every law-abiding driver who drives on Ukrainian roads must have a valid OSCPO policy.

On the website of the insurance service Parasol.ua, you can enter the parameters of your car and see offers from insurance companies for civil motor insurance, including discounts and the ability to immediately additionally expand the insurance limit for property.

Please note that OSCPO has an exhaustive list of insurance policies cases that do not include military risks. At the same time, in the regions controlled by Ukraine, the policy is fully valid in standard road accidents. Therefore, even during martial law, there is a need to purchase it.

The same applies to the case when the driver plans to cross the Ukrainian border in his own car. Be sure to apply for a "Green Card" - an international analogue of a civil car. First, the availability of this policy is checked by border guards, and secondly, for driving abroad without a Green Card you risk a considerable fine and even confiscation of the vehicle. Believe me, refugee status will not save you here.

Health: qualified assistance at home and abroad

If you are going to travel outside Ukraine or are already in another country, in the context of insurance, you should think about medical services, including assistance in case of coronavirus infection.

Currently, many of our citizens who have been abroad for a long time are telling many stories about local medicine, unfortunately, with a negative context. The list of main complaints includes:

  • high cost of treatment;
  • long waiting time for a doctor's appointment;
  • not always qualified medical staff, which creates additional problems.
