What is the Europrotocol and what advantages does its electronic version provide to car owners?

What is the Europrotocol and what advantages does its electronic version provide to car owners?

31.10.2017

2065

Since October 1, Ukrainian drivers have been able to fill out the Europrotocol electronically. What is the Europrotocol and what advantages does its electronic version provide to car owners? Explanations are given by the chairman of the board of the "Mega-Garant" Insurance Company; Natalia Pogorelova.

What is the Europrotocol?

Most road accidents are minor: a scratched bumper, a broken rear-view mirror, etc. In addition, very often everything is so clear that the perpetrator of the incident immediately admits his guilt. Why in this case involve the police, who already have something to do? In fact, the only ones who need to be notified about such cases are insurers. So the Europrotocol is nothing more than a form of notification to the insurer about a road accident.

Drivers involved in a road accident fill out a special form, which is handed over to insurers to pay compensation to the victims. This is a simple and effective mechanism that has long been in effect in all civilized countries. As for Ukraine, for example, over the past year about a third of "Mega-Garant" clients have taken advantage of this opportunity.

What are these forms?

The Europrotocol form is issued to the car owner when applying for a car insurance policy. Moreover, it is issued free of charge. If the car owner loses or uses it, the insurer is obliged to reissue it - also free of charge.

When can the Europrotocol be used?

The Europrotocol can be used only when the accident is minor, and in cases where police intervention is not required:

  • if there are no injured or dead people;
  • if all participants in the accident agree to use the Europrotocol. That is, if one of the participants insists on calling the police, it is his right, no matter how minor the event is;
  • if the drivers do not show signs of alcohol, drug or other intoxication or being under the influence of medications.
  • Another important point: drivers involved in an accident must have motor third party liability policies. Without them, it is simply impossible to fill out the Europrotocol. This, by the way, is another reason to visit an insurance company and not delay buying a civilian car.

If at least one of these conditions is not met, you need to call the police.

And it is also important to remember that when drawing up a Europrotocol, insurance compensation is additionally limited. Currently, according to the order of the National Committee of Financial Services dated December 29, 2016 No. 3471, such a limit is UAH 50,000. But given that the Europrotocol is a mechanism that is used mainly in cases of minor accidents, this amount is quite sufficient in the vast majority of cases.

What does the Europrotocol provide?

First of all, the issue is resolved without the police, which means that the driver who caused the accident is exempted from administrative liability, that is, a fine. This saves money. Secondly, it saves time: drivers, having filled out the Europrotocol, leave, exchanging coordinates, and then, within three days from the date of the accident, they must visit the insurer to process the insurance payment. All this is fast and convenient.

And with the introduction of the "Electronic Europrotocol" system, the process has become even faster and more convenient.

What is an Electronic Europrotocol?

In essence, it is the same Europrotocol, only in electronic form. The mechanism is as follows: the driver goes to the relevant MTIBU page dtp.mtsbu.ua (by the way, I recommend that all drivers add this address to the "favorites" of their smartphone browsers) and fills out the same Europrotocol in electronic form.

Is there a difference between the Electronic Europrotocol and its paper version?

None. Moreover, the complete similarity of the electronic version of the Europrotocol and the paper version is recorded in the decision of the MTIBU Presidium dated July 13, 2017 No. 403/2017

What are the advantages of filling out the Electronic Europrotocol?

Let's go point by point:

  • Convenience. Filling out the form from a smartphone is easier than the paper version. The interface, developed by MTIBU specialists, is very user-friendly. In addition, it is in the electronic version that you can choose a variant of the accident diagram from those proposed by the system. Most accidents are quite typical, and there is no need, as in the paper version, to draw a diagram by hand.
  • Inaccuracy. The probability of errors when filling in is extremely low. The system itself checks the correctness of filling in key fields, which is, of course, technically impossible in the paper version.
  • Flexibility. The rule "What is written with a pen, you cannot cut down with an ax" does not apply to the electronic form. That is, there is an opportunity to correct errors made during compilation.
  • Speed. The electronic Europrotocol automatically reaches the insurer almost immediately. That is, you do not need to plan a visit to the insurance company within three days.
  • Efficiency. This also applies to the paper version. The fact that the issue is resolved without involving law enforcement officers allows you to avoid administrative liability and fines.

As you can see, the advantages of filling out the Electronic Europrotocol are obvious.

What is needed to complete the Electronic Europrotocol?

In essence, it is the same as for completing a paper Europrotocol - the consent of the participants, OSAGO policies ... Naturally, drivers must have working mobile phones and at least one of them must have a gadget with a camera and access to the Internet.

Are there cases when a paper Europrotocol is needed?

There is only one such case. If the vehicle is insured by a foreign insurer, you must use a paper Europrotocol form or call the police. In all other cases, where a paper Europrotocol can be used, an electronic one can also be filled out.
