Since October 1, Ukrainian drivers have been able to fill out the Europrotocol electronically. What is the Europrotocol and what advantages does its electronic version provide to car owners? Explanations are given by the chairman of the board of the "Mega-Garant" Insurance Company; Natalia Pogorelova.
Most road accidents are minor: a scratched bumper, a broken rear-view mirror, etc. In addition, very often everything is so clear that the perpetrator of the incident immediately admits his guilt. Why in this case involve the police, who already have something to do? In fact, the only ones who need to be notified about such cases are insurers. So the Europrotocol is nothing more than a form of notification to the insurer about a road accident.
Drivers involved in a road accident fill out a special form, which is handed over to insurers to pay compensation to the victims. This is a simple and effective mechanism that has long been in effect in all civilized countries. As for Ukraine, for example, over the past year about a third of "Mega-Garant" clients have taken advantage of this opportunity.
The Europrotocol form is issued to the car owner when applying for a car insurance policy. Moreover, it is issued free of charge. If the car owner loses or uses it, the insurer is obliged to reissue it - also free of charge.
The Europrotocol can be used only when the accident is minor, and in cases where police intervention is not required:
If at least one of these conditions is not met, you need to call the police.
And it is also important to remember that when drawing up a Europrotocol, insurance compensation is additionally limited. Currently, according to the order of the National Committee of Financial Services dated December 29, 2016 No. 3471, such a limit is UAH 50,000. But given that the Europrotocol is a mechanism that is used mainly in cases of minor accidents, this amount is quite sufficient in the vast majority of cases.
First of all, the issue is resolved without the police, which means that the driver who caused the accident is exempted from administrative liability, that is, a fine. This saves money. Secondly, it saves time: drivers, having filled out the Europrotocol, leave, exchanging coordinates, and then, within three days from the date of the accident, they must visit the insurer to process the insurance payment. All this is fast and convenient.
And with the introduction of the "Electronic Europrotocol" system, the process has become even faster and more convenient.
In essence, it is the same Europrotocol, only in electronic form. The mechanism is as follows: the driver goes to the relevant MTIBU page dtp.mtsbu.ua (by the way, I recommend that all drivers add this address to the "favorites" of their smartphone browsers) and fills out the same Europrotocol in electronic form.
None. Moreover, the complete similarity of the electronic version of the Europrotocol and the paper version is recorded in the decision of the MTIBU Presidium dated July 13, 2017 No. 403/2017
Let's go point by point:
As you can see, the advantages of filling out the Electronic Europrotocol are obvious.
In essence, it is the same as for completing a paper Europrotocol - the consent of the participants, OSAGO policies ... Naturally, drivers must have working mobile phones and at least one of them must have a gadget with a camera and access to the Internet.
There is only one such case. If the vehicle is insured by a foreign insurer, you must use a paper Europrotocol form or call the police. In all other cases, where a paper Europrotocol can be used, an electronic one can also be filled out.
