Details of the government's plan to introduce health insurance in Ukraine have emerged. The Cabinet of Ministers submitted to the Verkhovna Rada draft law No. 6327, which outlines the mechanism for financing medical services for Ukrainians.
In particular, it stipulates that Ukrainians will be able to receive treatment either entirely at state expense (family doctor services, emergency care) or pay doctors extra (for example, for consultations with specialized specialists).
The draft law outlines how much insurance will cost the treasury and each Ukrainian family.
When drawing up the budget, the government focused on annual GDP growth of no less than 3.27% per year. And a decrease in the population by 300 thousand people by 2021.
According to the plans of officials, spending on the purchase of medical services should increase to UAH 55.5 billion. this year to 146.8 billion UAH. by 2021. Twice as much money for the treatment of fellow citizens will be shaken out of local budgets (31.3 billion against the current 16.5 billion UAH.).
In 2018, Ukrainians will be forced to pay extra for their treatment 395 million UAH., in 2019 - already 6.8 billion. And by 2021 the amount will increase to 44.4 billion UAH.
At the same time, the insurance amount for each Ukrainian (that is, the actual cost of services that he can receive) will be 1.3 thousand UAH. this year, 1.67 thousand UAH. next, 3.5 thousand UAH. by 2021. For this money, to put it mildly, you can only cure a cold.
After all, in private clinics, which were also allowed to participate in the insurance model of medical care, just a consultation with a therapist costs from 200 to 500 UAH. A general blood test in a regular state clinic will cost at least 50-80 UAH, and in a decent independent laboratory - 150-200 UAH. For an ultrasound, doctors ask for at least 200 UAH, for an X-ray - about 100 UAH. etc.
