The State Administrative Service "Ukraine" of the State Administration of Affairs, following the results of the tender, concluded an agreement with PJSC "Insurance Company "PZU Ukraine" for services in compulsory civil aviation insurance for UAH 15.35 million. This is stated in the "State Procurement Bulletin".
For the current year, aircraft, crew members and other aviation personnel were insured, as well as the operator's liability for damage to third parties and the carrier's liability for damage to passengers, baggage, mail, and cargo.
These are the A319-115 (UR-ABA), An-74TK-300D (UR-AWB), An-148-100V (UR-UKR) and the Mi-8MTV-1 (UR-RAV) helicopter, which were insured for a total of UAH 1.56 billion.
An additional condition of the contract for the UR-ABA aircraft is third-party liability insurance with a single limit of at least USD 500 million. In each individual case.
Similar services for 2016 were ordered from CJSC "Busyn" for 9.56 million UAH. Moreover, at that time, the list of vessels included another Mi-8 helicopter (UR-RAA), insured for the smallest amount - 3.92 million UAH.
The shareholders of "PZU Ukraine" are PrJSC "Insurance Company" PZU Ukraine Life Insurance" and the large Polish company "Powszechny Zaklad Ubezpieczen SA".
Now PrJSC "Joint-Stock Insurance Company" INGO Ukraine" is competing with the winner.
The 19% cheaper offer of the aforementioned firm "Busyn" and the expensive offer of CJSC "Ukrainian Insurance Capital" were rejected due to non-compliance with the requirements of the tender documentation.
The assets of "Busyn" amounted to less than 10% of the total insured amount for aircraft insurance and 0.5% of the total insured amount for third-party liability during international flights.
In addition, The reinsurance contracts it provided contained shortcomings. The company complained to the Antimonopoly Committee of Ukraine, but the administrative board did not satisfy the complaint, recognizing the rejection as legitimate.
Ukrainian Insurance Capital was rejected due to the discrepancy between the insured amount for damage to the life and health of a passenger, arithmetic errors in calculating the insured amount for the aircraft, and the absence of a signature on the document with the signatory's personal data.
