The process of implementing an electronic policy of the Motor Vehicle Insurance Company (OSCPV) has been launched in Ukraine. Paper policies will gradually be phased out.
The new type of policy will be especially useful for police officers. National Police officers will be able to quickly check drivers' insurance policies.
More details about the new type of insurance policy were provided on the air of the Golos Stolitsy radio station by the head of the MTIBU working group on the implementation of the electronic policy, vice president of the Insurance Company "AXA Insurance" Andriy Peretyazhko.
At what stage is the implementation of the insurance policy?
- The project itself has been underway for quite some time. For two years now, the Motor Bureau and insurers have been preparing the technical and regulatory framework for the transition to an electronic policy. The National Committee of Financial Services has made a very important decision, introducing a regulation on the features of concluding electronic contracts in the motor civil sector. This means that after the publication of this regulation, discussion and registration in the relevant ministries and departments, it will come into force, and the Motor Transport Insurance Bureau will begin to connect insurers to the information central database, and thus we will receive somewhere by the fourth quarter, perhaps October-November, the opportunity to issue electronic policies. The difference is that electronic policies are issued through the centralized database of the Motor Bureau, this is a single and unique electronic document that is immediately formed in the Motor Bureau database through the insurer's portal.
Do you need a receipt that you have this electronic policy - in case of problems with the operation of the electronic database? And how protected is the database itself from hacker attacks and information leaks?
- First, there will be a transit period, which is set for one year. In parallel, paper policies familiar to everyone will be available, and customers will be able to buy a contract via the Internet. An electronic contract is the same as, say, a plane ticket, which contains all the necessary information about the vehicle, the insured, its address, etc., and it can be in electronic form or printed out on a printer by the insured or in the insurer's office. That is, for the client, in principle, nothing will change. He will still have the opportunity to buy a policy in the same way as today he buys it in the insurer's office, in the agent's office, in the agent bank; or he has the opportunity to purchase a policy on the Internet himself.
Will the price of the policy change in any way?
- No, not at all. On the contrary, the target model is to switch completely to an electronic contract a year after the transition period. Insurers' costs will even decrease, because administering paper forms is a rather expensive process.
Will all insurance companies have access to this database of electronic forms?
- Of course, all companies, without exception, will have the opportunity to issue electronic contracts. From the point of view of control and manageability of the market, it is precisely the electronic contract that will lead to the fact that we will get rid of many problems. The first problem that exists in the market is fake contracts and contracts that are actually invalid. Today, this is about 10% of the turnover of all policies, 700 thousand policies are walking around the market, for which it is impossible to receive compensation or receiving compensation is difficult. It is precisely the electronic contract that completely solves this problem. The second issue is control by the National Police. The police will have access to the database and, accordingly, online they will be able to determine whether the policy is valid, whether it is available. Well, and for the client, of course, it is very convenient, because he will always be able to check the availability of his policy, its validity online.
If the police can actually check the availability of the policy online, will this require some new equipment or software?
- We have been negotiating with the National Police for several months. Each patrol crew has a tablet. This is the main, let's say, tool by which today a police officer receives information about a vehicle: whether the vehicle was stolen, whether there are any violations, etc. In the same way, information will be pulled up about the presence or absence of an electronic policy. Therefore, the process here will be simple and transparent.
At first, paper policies will be issued if the client wishes?
- Yes. I have already said that the regulation states that the contract can be issued by the insurer at will, it can be printed. Of course, this is provided for by the regulation.
How long will this transition period last?
- One year.
A year passes - and that's it, can we forget about the papers?
- We hope so.
Is there no fear that the conditional hacker attacks, which have become more frequent recently, may violate the personal space of these people?
- This is a large array of data. Today, the Motor Bureau has an IT security project, and as an association of insurers, the Motor Bureau has enough funds to buy and implement the best tools for protecting and storing the data of our policyholders. This is where we are making a very big and serious emphasis.
So far, in this regard, only preparations are underway?
- Yes. We have a preparatory period - about nine months - during which we will conduct appropriate tests that will allow us to identify all vulnerabilities from the point of view of IT security.
Will this database work only for OSCPV, or for other insurance policies such as CASCO too?
- Not yet. After all, the Motor Transport Insurance Bureau is an association of insurers, which is called upon to organize compulsory motor third party liability insurance. Therefore, this is still an exceptional type of insurance that the Motor Bureau deals with.
