The Ministry of Internal Affairs and Communications of Ukraine has begun large-scale cooperation with the National Police in the field of preventing abuses in the OSCPV market and expanding information interaction. Such tasks were set during a meeting with the participation of representatives of the Ministry of Internal Affairs, the National Police, the MTIBU and insurers.
The recent facts of the exposure by the Odessa Department of the SBU of a criminal group that was engaged in the production and distribution of fake OSCPV policies clearly prove the need to take additional measures to stop and prevent offenses in the OSACV market.
The high quality of counterfeits significantly complicates the process of checking OSCPV policies by police officers.
- «The Bureau provides information, consulting and expert assistance to employees of the National Police in investigating criminal proceedings on fraud and forgery of insurance policies», - said Volodymyr Shevchenko, General Director of the MTIBU. - «However, at the moment it is impossible to counteract these crimes only by the forces of the MTIBU. The National Police is legally vested with the relevant powers and has the leverage to influence this situation».
According to MTIBU estimates, the volume of the fake policy market in Ukraine is about 10% of the total number of concluded OSCPV contracts. The amount of payments under OSCPV not received by the insurance market exceeds 300 million UAH.
The average level of OSCPV payments is more than 30% of the volume of premiums, which means that policyholders do not receive more than 100 million UAH. insurance compensation, the Bureau is confident.
According to the General Director of MTIBU Volodymyr Shevchenko, from the analysis of appeals and complaints of Ukrainian car owners who bought a fake and discovered it when an accident occurred, it became clear that there is no point, and there simply will not be enough resources to fight individual cases of fraud - we need to «look at the root» , identify the organizers of the production and sale of wholesale batches of counterfeits.
And this requires an established system of cooperation not only with the Ministry of Internal Affairs, but also with the Department of Counterintelligence Protection of State Interests in the Sphere of Economic Security of the SBU.
During the meeting, the features of monitoring the availability of the OSCPV policy by representatives of the National Police were considered.
As a result of the meeting, a decision was made to hold field seminars with the participation of MTIBU employees in each of the regional departments of the National Police.
- «We have prepared methodological and reference materials on problematic issues of handling compulsory insurance policies. Our specialists are ready to travel to regional police departments to conduct relevant theoretical and practical classes and provide advisory assistance in matters of OSCPV, when registering road accidents and drawing up protocols on administrative violations,» - said the head of the administrative and economic department of MTIBU Roman Kovalenko.
The participants of the meeting paid special attention to the issues of organizing information exchange between MTIBU and the Ministry of Internal Affairs of Ukraine, the possibility of using data from the Unified Centralized Database of MTIBU by employees of the National Police of Ukraine to control the presence of OSCPV contracts with vehicle owners.
As a result of the consultations, a working group was created with the participation of representatives of the above-mentioned departments to implement measures aimed at integrating the MTIBU Central Database and the information databases of the National Police of the Ministry of Internal Affairs of Ukraine.
- «The question of the possibility of prompt verification of information on the availability of insurance coverage by a car owner by the National Police, especially "relevant, including within the framework of the development and implementation of an electronic policy," said Andriy Peretyazhko, head of the working group of the project "Implementation of an electronic policy." - «Therefore, we will facilitate the establishment of the information exchange process so that, on the one hand, the car owner is confident in the quality of insurance protection, and the police have the opportunity to promptly check the availability of insurance coverage without additional requests to the Central Database of the MTIBU».
