MTSBU calls on insurers to prepare IT systems for the implementation of electronic contracts of compulsory civil liability insurance of land vehicle owners.
The development and testing of software for the operation of the "electronic policy" has been completed. At the same time, to launch the process, insurers need to purchase, develop or adapt their existing information systems in accordance with the requirements of the "electronic policy" issuance process.
The main tool for interaction between the insurer and the "electronic policy" subsystem will be web services.
The Bureau promises to ensure open and transparent access to the "Electronic Policy" subsystem all insurers-members of MTIBU, which have information systems that perform the necessary operations, the choice of the insurer's information system, through which data exchange will be ensured, and technical interaction with the "Electronic Policy" subsystem is its exclusive right and responsibility. At the same time, MTIBU does not give preference to any of the software developers or one of the existing Informsystems.
The procedure for checking the compliance of insurers' information systems with the requirements of the "electronic policy" issuance process will be determined objectively, regardless of their developers.
The Ministry of Insurance and Social Security of Ukraine appeals to insurers and representatives of insurance associations with a request to support the approved regulation of the National Committee for Financial Services on the features of concluding electronic contracts of motor vehicle insurance and to make joint efforts to ensure the necessary conditions for the transition of the motor vehicle insurance market to the process of concluding contracts in electronic form.
According to the regulation, vehicle owners will be able to conclude motor vehicle insurance contracts via the Internet or in the offices of insurers and their representatives.
The regulation on the introduction of "electronic policies" provides for a transition period of 1 year from the date of entry into force of the document. During this period, motor vehicle insurance contracts can be concluded both in electronic and regular paper form. After this period - only in electronic form.
The MTSBU recommends that insurers not delay with the necessary decisions on carrying out work to analyze the capabilities, improve and develop information systems.
As reported by Forinsurer, the development of the "Electronic Policy" subsystem was carried out by the company "Computer Information Technologies" (KIT), "Nextep Solutions" was responsible for testing the system.
The inspection of the "Electronic Policy" subsystem consisted of writing test scripts, programming automatically executed scripts (test cases), and conducting load testing (checking the system's fault tolerance at a peak number of simultaneous requests per second). Nexstep also conducted an inspection of the software product code to confirm that the requirements of the technical specifications were met in terms of correct software architecture, sufficient code documentation, the absence of a backdoor (software loophole) and the alienability of the software product, i.e. the absence of product dependency on the developer and the potential for transferring product support to another contractor.
