The National Police has implemented a new verification system, the availability of a policy can be verified by presenting it on paper or electronically and confirming it through the MTIBU database
When carrying out control over compliance with traffic rules, police officers use the information resources of the Information Portal of the National of Ukraine system to verify the validity of contracts of domestic or international ("green card") compulsory civil liability insurance of owners of land vehicles (OSCPV).
This is stated in the official response of the Patrol Police Department to the request of the "Interfax-Ukraine" agency on the readiness of police officers to introduce an electronic OSCPV policy in Ukraine.
The official response, in particular, emphasizes that according to Part 1 of Article 126 of the Code of Ukraine on Administrative Violations, driving a vehicle by a person who does not have a driver's license of a certain category, a registration document for the vehicle, as well as a policy (contract) of the Civil Motor Insurance entails the imposition of a fine in the amount of 25 non-taxable minimum incomes of citizens. It is also noted that in accordance with the order of the National Committee for Financial Services of August 31, 2017, in Ukraine, from February 7, 2017, contracts for the OSCV can be concluded in electronic form.
The response of the Patrol Police Department emphasizes that, in cooperation with the relevant state authorities, work is underway to amend the relevant regulatory legal acts that regulate legal relations in this area.
As Denys Yastreb, a member of the National Committee for Financial Services, told the "Interfax-Ukraine" agency, working groups, which include representatives of the National Police and the National Committee for Financial Services, have developed amendments to the Road Traffic Rules.
"Two types of policies will be indicated there: electronic and regular. It will also be indicated that the presence of a policy can be verified by presenting it on paper or electronic media, or by confirmation from the Centralized Database (MTSBU). The Cabinet of Ministers approves the traffic rules. The police are preparing the changes, but there are already text documents, "he noted.
According to him, the National Police has implemented a new verification system, including using the Centralized Database of the Motor Bureau.
"Indeed, at the very beginning there were several fines, when they had not yet figured out what it was. Now the police are checking the validity of policies in a test mode, including through the Centralized Database. Cases of fines are certainly possible, but not because the police are against the electronic policy, but because they have not fully received instructions on how to check. The police have reacted to these things quite loyally and with congratulations, "the member of the National Financial Services Committee emphasized.
