Motorists have taken out 7 million policies out of 9 million cars in Ukraine. Drivers without a policy were involved in 1,619 accidents in the first six months of 2017 - 65.8% more than in the previous year. Neither the Law on Third Party Liability Insurance nor news about accidents convinced 2 million motorists of the need for an Autocivilka policy.
Recently, drivers have been upset by the increased prices of gasoline, service station bills, and other expenses. There is a temptation to save money, because you can’t do without gasoline, but you can do without insurance.
You shouldn’t refuse to buy a policy when others save on insurance and get reliable protection. From time to time, insurance companies hold promotions to attract customers. They offer discounts on Avtotsivilka policies to those who order them online in Kyiv, Dnipro, Lviv and other cities. Thanks to promotions, drivers manage to save on mandatory insurance from 5 to 20%.
The reason for concern is that cases of fraud and companies leaving the market have become more frequent. The risk of encountering such troubles is minimal if you do not contact dubious intermediaries in garages, parking lots and roadsides. "Surprises" with policies are excluded when ordering an autotsivilka online on the insurance service. Its users receive MTPL insurance from well-known insurance companies: AXA Insurance, PZU, «Providna», VUSO.
Patrol officers have the right to demand to present a policy in case of violation of the rules or an accident, but do not have the right to stop the car without reason to check the insurance. The Law on MTPL requires every driver to insure civil liability, and violators detected by the police pay a fine of 850 UAH. Only a small part of the 2 million violators are punished in this way. This causes other motorists to feel impunity.
Accident statistics on Ukrainian roads in the first half of 2017 are a reason for drivers to abandon prejudices. The Motor Bureau (MTSBU) estimated that the number of insured events increased by 15.7%, and the amount of payments under the MTPL - by 41.2%. Insurance companies paid victims 917 million hryvnias after almost 68 thousand accidents.
The Motor Bureau also paid 47 million hryvnias. for 1,619 drivers who caused accidents by their actions and did not have a policy. Violators will have to compensate for the damage caused: either immediately - to the victim, or later - to pay under a recourse claim from MTSBU. After all, when a victim of a traffic accident receives compensation not from the driver, but from the Motor Bureau, the perpetrator is still not exempt from punishment for the offense.
