The Hong Kong Civil Aviation Department has announced the start of public consultations on the rules for the operation of unmanned aerial vehicles (drones).
Applications with proposals for UAV registration, liability insurance, and owner training are being accepted for three months drones, as well as the creation of an official map of no-fly zones.
CAD called on the government to review existing laws, which it called “rudimentary and unable to cope with the technological advances of drones.”
According to a study commissioned by CAD, drones weighing more than 250g will be subject to mandatory registration, and owners of larger drones (from 250g to 7kg) will have to complete online training courses. As for owners of drones over 7kg, they will have to undergo more serious training and CAD certification.
Lock Chow, founder of the Hong Kong UAV Users Association, called the proposals a long-awaited development. “The registration system will be very useful. In the event of an accident, at least the government can find out who owns the drones and who should be held responsible," he said.
