It is planned to create a new mechanism for financing medical services and medicines from the budget through the system of state solidarity medical insurance.
The guaranteed amount of medical services and medicines, the cost of which is covered by insurance, is fixed at the level of law in the state guaranteed package. Within the framework of this package, the state will guarantee full coverage of the cost of emergency, palliative, primary care services, and partially cover the cost of paid services at the secondary (specialized) and tertiary (highly specialized) levels.
The Cabinet of Ministers will annually approve a specific list of services and medicines included in the guaranteed package.
The functions of the insurer and the single customer for centralized procurement of medical services, control over compliance with the terms of contracts for medical care of the population by suppliers will be carried out by a new central executive body with a special status - the National Health Service of Ukraine.
This is provided for by the draft law "On State Financial Guarantees for the Provision of Medical Services and Medicines", developed by the Cabinet of Ministers.
It is envisaged that by December 31, 2017, the Law will be in force (if adopted) will apply only to the primary level - financing of medical services and medicines specified in the list. The system should be fully operational in 2019.
